This reversing valve provides precise control over the propeller and makes handling the aircraft on the water in tight situations a breeze.  This is more than foward and reverse pitch.  For example you can ease up to a dock by holding the prop in neutral and then applying slight forward and reverse as you maneuver the aircraft.  There is no longer to much power in a given direction unless you want it.
